1794 The French National Convention declared the abolition of slavery in all French colonies.
1846 Mormon Church leader Brigham Young, who replaced the murdered Joseph Smith, leads his followers out of Nauvoo, Illinois, for points west on what becomes known as the Mormon migration. (from the Encarta® 2000 New World Timeline © Copyright 1998, Helicon Publishing Ltd. All rights reserved.)
1861 Delegates from six seceding states meet at Montgomery, Ala., to form a provisional government, the Confederate States of America. Jefferson Davis of Mississippi, now 52, is named its provisional president.
1887 Interstate Commerce Act authorizes federal regulation of railroads.
1899 U.S. proclaimed possession of the Philippine islands in January 1899. Fighting began on this date {pdf}, involved over 100,000 American troops, and continued until July 4, 1902. Federal Courts held this to be a “war” for the purpose of increased customs duties and military pay.
1945 President Roosevelt, Prime Minister Churchill, and Marshal Stalin met at Yalta in the Crimea to plan the final defeat and occupation of Germany.
1994 DOD further defines how it will assist in civil disturbances in its directive, DODD 3025.12, "Military Assistance for Civil Disturbances (MACDIS)". See also DODD 3025.1.
1996 A civil jury in Santa Monica, Calif., ordered the former football star O.J. Simpson to pay $8.5 million in compensatory damages for the wrongful death of Ronald L. Goldman, a friend of Simpson's ex-wife, Nicole, who was also murdered. While still living the good life, he has not been able to find any left over change to honor this verdict.
