1787 The U.S. Constitutional Convention meets to revise the "Articles of Confederation". Instead they created our Constitution.
1863 Federal authorities turned over former congressman Clement L. Vallandigham to the Confederates. President Lincoln had sentenced him to banishment from the United States after his conviction of expressing alleged pro-Confederate sentiments. [In the "Land of the Free", it has never been safe to express unofficial sentiments.]
1952 The Army conducted its second Atomic blast HumRRO experiment, in which Army "volunteers" were exposed to radiation, at the exercise called Desert Rock IV. It was similar in methodology to the first experiment and involved about 700 soldiers who witnessed the shot and 900 who served in the control group as nonparticipants.
1961 President Kennedy (D) asked the nation to work toward putting a man on the moon by the end of the decade. [A feat that could not be done today!]
1976 US Representative Wayne L. Hays (Democrat, Ohio) admitted to a "personal relationship" with Elizabeth Ray, a committee staff member who claimed she'd received her job in order to be Hays' mistress.
2003 L. Paul Bremer III, the top civilian administrator in Iraq, issued an order dissolving Iraq's armed forces, abolishing institutions that he said "constituted and supported the most repressive activities of Saddam Hussein's regime." This action has the honor of being regarded as one of the stupidist actions taken by the Bush gang in this war. Some of the Iraqi soldiers threatened to take up arms against occupying American and British troops. [Not to worry, says Mr. Bush.]
