1863 At least 120 killed and $2-million in property damage during draft riots in New York City. Lasted for 4 days.
1888 Congress created the Department of Labor.
1933 The Home Owners' Refinancing Act created the Home Owners' Loan Corporation to refinance home mortgages.
1952 US Air Force war plane, RB-29, with crew of 12 (no survivors or remains recovered) while spying on the USSR was apparently shot down either over the Sea of Japan or near the Kamchatka Peninsula of the USSR.
1966 The Supreme Court issued its landmark 'Miranda versus Arizona' decision. A summary.
1971 The “Pentagon Papers” excerpted in the New York Times beginning this date give details of U.S. involvement in Vietnam from the end of World War II to 1968. After the third installment of the series appeared in The Times, the Nixon Administration won a restraining order from a judge: the first prior restraint against newspaper publication ever granted to the federal government.
1973 President Nixon (R) orders a freeze on all retail food prices since purchases of food stuffs by the Soviet Union has caused some inflation.
1996 The 81-day-old Freemen standoff ended as 16 remaining members of the anti-government group surrendered to the FBI and left their Montana ranch.
1996 The Supreme Court, in BUSH, GOVERNOR OF TEXAS, et al. v. VERA et al., placed greater limits on congressional districts intentionally drawn to get more minorities elected to Congress.
