Year Event
1865 A military tribunal decides that the eight defendants in the Lincoln Assassination trial are guilty. Four go to prison and four are sentenced to be hanged -- including Mary Surratt, the owner of the Boarding House that John Wilkes Booth stayed in. A military tribunal was chosen for this civilian crime because, "Secretary Stanton was adamant that the defendants face a military tribunal where the laws of evidence were less confining for the the prosecution and the likely punishment was harsher" (Page 361 of Out of the Storm; Noah Andre Trudeau; Little, Brown and Co.; 1994). [Hmm, history does seem to repeat.]
1900 Hawaii becomes territory of the United States through the imposition of the "Organic Act".
1906 Pure Food and Drug Act and the Meat Inspection Act adopted. The "Nanny" state is born. The U.S. Food and Drug Administration (FDA) is created.
1936 The Walsh-Healy Government Contracts Act requires that firms doing business with the Government must conform to the minimum wage law, have a 40 hour week, and observe restrictions on the use of child labor.
1940 The Public Debt Service, which was created in 1921, was renamed the Bureau of the Public Debt. [A recognition that debt would be a permanent fixture.]
1948 PL 80-845, Water Pollution Control Act is signed into law.
1949 The General Services Administration (GSA) was established by Pub. L. 81-152, the "Federal Property and Administrative Services Act".
1971 A Constitutional Amendment, the 26th, lowering the voting age to 18 in all elections was ratified this date.
1980 President Carter (D) declares energy to be the immediate test of ability to unite the Nation and proposes $88 billion decade-long effort to enhance production of synthetic fuels from coal and shale oil reserves. He signs the Energy Security Act, consisting of six major acts: U.S. Synthetic Fuels Corporation Act, Biomass Energy and Alcohol Fuels Act, Renewable Energy Resources Act, Solar Energy and Energy Conservation Act and Solar Energy and Energy Conservation Bank Act, Geothermal Energy Act, and Ocean Thermal Energy Conversion Act.
