1861 President Lincoln (R) issues a proclamation declaring the Southern states to be in a "state of insurrection against the United States".
1984 CHILD SUPPORT ENFORCEMENT AMENDMENTS ACT, Public Law 98-378, becomes law. Authorizes grants to states for research into child support problems and other features.
1988 Hearing Aid Compatibility Act of 1988 ("HAC Act") becomes law, requiring that, as of November 1, 1998, all telephones manufactured or imported for use in the United States must include volume control. [And when are we going to get adjustable bar stools for those of us too short to see over the bar?]
1995 Shannon Faulkner enters The Citadel in August pursuant to a court order that makes her the school's only female cadet, but she drops out in less than a week after enduring 116 F. heat (30 male cadets also drop out).
1999 Russian Parliament confirms their fifth Prime Minister in a year and a half. Vladimir Putin, a 46 year-old former KGB intelligence agent, was confirmed as President Yeltsin's latest head of government after a quick and business-like hearing.

2012 34 protesting South African miners killed by police. Other miners have now been charged for the murders -- not the police!
