| 1478 | Pope Sixtus IV issued a papal bull extending the power of the Inquisition to Spain. The Inquisition, established in some countries in the thirteenth century, was noted for its efficiency in handling people with mental illness – torture and execution.

| 1835 | Second Seminole War began. This bloody and costly war convinced the Seminoles to give up Florida.

| 1898 | Anglo-German agreement regarding the Samoan Islands. Following a period of rivalry among Britain, Germany, and the United States for control of the islands and considerable internal Samoan fighting, the conflicts were resolved by the abolition of the Samoan monarchy and the division of the islands among the three powers. | 1943 | Rent control goes into effect in New York. The order was issued Sept. 28, 1943, that rents for all "houses, tenements, apartments, hotels and rooming houses" would be frozen at the March 1 levels, effective Nov. 1. While this law resulted from war time emergencies, rent control has not gone away to this date.
