| 1961 | President Kennedy (D) authorizes a major new covert action program, Operation Mongoose, aimed at overthrowing the Cuban government. The new program will involve approximately 400 Americans at CIA headquarters and its Miami station, in addition to about 2000 Cubans, a private navy of speedboats, and an annual budget of some $50 million. The CIA task force carries out a wide range of activities, mostly against Cuban ships and aircraft outside Cuba (and non-Cuban ships engaged in Cuban trade), such as contaminating shipments of sugar from Cuba and tampering with industrial products imported into the country.
