1937 Not happy with the lack of Supreme Court approval for some of his measures that tend to stretch the Constitution a bit, President Roosevelt (D) looks for a way to stack the Court by adding 6 more justices.

1988 A federal grand jury in Miami issues an indictment against Panamanian General Manuel Noriega for drug trafficking. Noriega had allowed the Medellin cartel to launder money and build cocaine laboratories in Panama.
1993 The BATF of Waco fame, destroyed the home of Janice Hart, a Portland, Oregon black woman, and terrorized her children for several hours in a case of mistaken identity (they blame it on bad information supplied by a paid informant).
1993 Family and Medical Leave Act - the first major legislation passed by the 103rd Congress. It permits some workers to take up to 12 weeks of unpaid leave in any 12-month period for the birth or adoption of a child.
