Amendment 11, "The Judicial power of the United States shall not be construed to extend to any suit in law or equity, commenced or prosecuted against one of the United States by Citizens of another State, or by Citizens or Subjects of any Foreign State", was ratified.
US begins regular bombing and strafing of North Vietnam.
A U.S. Federal Election Campaign Act (FECA) signed by President Nixon (R) limits campaign spending in the media to 10¢ per person of voting age in the candidate's constituency and requires that all campaign contributions be reported. Recognizing that the law was useless, it was revised in 1974 and 1976 -- carefully making sure that loopholes were abundant and big enough to not actually limit the disgusting amount of "soft money" politicians receive from their big money sources.
Soviet leaders agree to surrender the Communist Party's 72 year monopoly on power.
President Clinton (D) sent Congress a $1.77 trillion spending plan today for Fiscal Year 2000. The spending plan is a frantic effort to eliminate the apparent budget surplus. He should not worry, it was smoke and mirrors as can easily be verified by noticing that the Federal Debt had never decreased! [Here's the amount for your portion for all the fun we are having.]
