1941 Joint Resolution of the U.S. Congress Reaffirming the Principles of the Monroe Doctrine is passed. [So, how did Cuba slip away?]
1961 Death Aboard USS Thresher Submarine -- 129 die.
1989 "Whistleblower Protection Act" {pdf} is signed by President Bush (R). ["Protection" is a bit of an exaggeration as whistleblowers often pay a dear price.]
1995 No-smoking rules take effect this date in New York restaurants seating 35 or more; most restauranteurs and patrons obey the new city ordinance, which allows smoking only in some separate bar areas. California and Utah ban smoking in all public places except bars. [Of course, in theory, we like freedom; in practice, it's a real nuisance.]
1995 The U.S. House of Representatives attempts to restrain President Clinton (D) from giving money to Mexico by passing the "MEXICAN DEBT DISCLOSURE ACT".
1996 Ex-Congressman Dan Rostenkowski (D) last week accepted a plea bargain deal, plead guilty to reduced charges, and received a 17 month sentence and a fine of $100,000 (later pardoned by Clinton (D)). [Such experience eminently qualifies him to be a political consultant or lobbyist, of course.]
2000 Today's Example of a Most Interesting Government Purchase (from the CBD): General Services Administration, "ENVIRONMENTAL ADVISORY SERVICES, AMT $5,000,000 TO GEC, Inc., Gulf Engineers & Consultants, P. O. Box 84010, Baton Rouge, LA 70884-4010. [Not nearly enough advice here -- see August 15. The government has made over 150 such awards for "ENVIRONMENTAL ADVISORY SERVICES"!]
