1816 Argentina declares independence from Spain.
1868 The 14th Amendment, applying the federal constitution to the states, was ratified by the states.
1900 Queen Victoria of the United Kingdom gives royal assent to an act creating the Commonwealth of Australia.
1955 Bertrand Russell, the famed mathematician and philosopher, and Albert Einstein, the world's best-known scientist, along with nine other eminent scientists issue the "Russell-Einstein Manifesto" urging the nations to renounce war and nuclear weapons.
1960 Soviet leader Nikita Khrushchev threatens nuclear attack if the United States invades Cuba.
1971 Dr. Stephen Schneider, who spent two decades at the National Center for Atmospheric Research, in today's issue of Science magazine, warns that "an increase by a factor of 4 in the equilibrium dust concentration in the global atmosphere, which cannot be ruled out as a possibility within the next century, could decrease the mean surface temperature by as much as 3.5 degrees K [6.3 degrees F]. If sustained over a period of several years, such a temperature decrease could be sufficient to trigger an ice age!" Schneider is well known for his alternate prediction of Global Warming. [Take your pick.]
1973 Drug Enforcement Administration (DEA) was established this month to fight the "Drug War". It, of course, failed miserably but does provide a great number of jobs and efficiently disposes of taxpayer money.
1998 President Clinton launches a projected $2 billion anti-drug media campaign directed at the young people, using funds that could otherwise be used for education. Why not? Both efforts -- improving education and fighting the Drug War -- have been absolute disasters for the government [disaster for the people but great rewards for the politicians, actually].
